Representative Engagements
- Baku-Tbilisi-Ceyhan (BTC) Pipeline - Acted as the lead auditor heading a multi-national committee on the BTC Pipeline Construction Project which, at the time, was the largest NGO capital project in the world. The pipeline, which is 1,768 km long and spans the countries of Azerbaijan, Turkey and Georgia, is operated by BP and was constructed at a cost of approximately $3.7 billion USD.
- Major International Oil and Gas Company - Developed and managed an internal review program of a major multinational oil and gas company to identify and correct deficiencies in accounting processes and controls. This review included an assessment of vendor compliance, payables management and the identification of areas where cost recoveries could be enhanced. Petrotech recommended several improvements which resulted in significant revenue recoveries and cost savings for the client.
- Delaware Basin - Performed a forensic audit of a major gathering system which provides transportation capability in the Delaware Basin region of Texas, USA. The primary objective of the audit was to validate gathering fee pricing mechanisms in the context of a "cost of service" model and establish corrected fees based on the terms of the governing agreements and the application of validated price and cost variables.
- CIDA/ Government of Pakistan - On behalf of the Canadian International Development Agency and in collaboration with the Government of Pakistan, assisted in the development and implementation of an oil and gas regulatory board for the purpose of standardizing production/measurement practices and reporting. On behalf of the Director General of Petroleum Concessions, performed royalty and production, revenue and cost audit functions to ensure compliance to governing agreements and adherence to industry best practices.
- Major International Pipeline Operator - Performed a detailed and comprehensive review of measurement and accounting practices in respect of a Canada/US pipeline system and connected refinery and storage facilities. The purpose of the review was to identify the reasons for significant and continued buffer losses observed in the pipeline system, terminal facilities, storage caverns and refinery processes. The performance of this project required extensive mass balancing calculations and the determination of component adjustments required in respect of raw feed, cavern and vessel storage and, most importantly, buffer/NGL interfaces.
- World Bank/Government of Gabon - For a period of 17 years, responsible for the planning and administration of annual technical, commercial and management audits of all petroleum companies operating in Gabon. The purposes of these reviews were to identify causative factors for pipeline product losses, ensure compliance with the terms of applicable agreements, adherence to good industry measurement and operating practices and the stewardship of resource royalty revenues. Petrotech also provided hands-on training to government personnel in the areas of cash flow forecasting, royalty control, petroleum processing and measurement practices, and audit procedures and protocols. In addition, comprehensive accounting/technical reports were submitted annually to various government ministries and to the World Bank.
- Canadian Association of Petroleum Producers (CAPP) - Representing the CAPP, performed a forensic technical and commercial audit of a major natural gas pipeline distribution system to identify the causes of excessive unaccounted for gas. This project encompassed the review and validation of over 1,800 measurement locations and included a volumetric and heat content balance of the entire system including natural gas liquid extraction and gas swapping arrangements. In addition, the commercial accounting of all pipeline-based transactions was reviewed and reconciled to the gas distribution physical flow to ensure consistency between the two. Petrotech was successful in achieving a 0.25% balance in the system and processes developed during the audit continue to be utilized today.
- Government of Newfoundland and Labrador - Assisted in the establishment of royalty calculation guidelines for the Hibernia Offshore Development Project including the definition of allowable capital and operating cost deductions.
